The sales engineering and project planning functions in a bid proposal phase are vital links which join industry with its customers. They can be collectively defined as an act of preparing a co-ordinated set of plans that matches a customer's specification to the available range of products, services and resources. A detailed plan, within the flight simulator industry includes a set of bidding information which encompasses a product document, master production schedule, product family tree structure together with its activity, material, cost and time estimates. To automate the functions of the sales engineering and project planning team (hereafter abbreviated to the planning team) using conventional algorithm program is both difficult and inpractical because of the following factors: 1. Implicit customer's presumptions or expections. 2. Large range of available product, service, resources and differing customer requirements. 3. Pressure to keep cost, time and material estimates to a minimum. 4. Excessive and rapid obsolescence of pre/post bidding information relating customers, collaborators, competitors and existing facilities.
