The far-sighted goals of DARPA research are vital for progress, but will probably not directly affect fielded systems before the year 2000. Applications can be selected which are not broad in spectrum, do not require research techniques or fifth generation hardware, but would still greatly benefit out commanders in the near-term. The hardware, software, and doctrinal constraints placed on decision support systems delivered to the military are discussed. Proposed in response is a design methodology which capitalizes on rapid prototyping, meets DoD software standards, and delivers in off-the-shelf military hardware. The design of the DACE Target Value Analysis DSS is presented as an example. Designed as a series of semantic networks, commander preference is accommodated, and the system can provide block text doctrinal rationale explanations for its recommendations.
