The Force Requirements Expert System (FRESH) is the first phase of the Defense Advanced Research Projects Agency (DARPA) sponsored Navy Battle Management Program, an application program within the Strategic Computing Initiative. The FRESH domain involves monitoring the readiness of ships in the US Pacific Fleet. FRESH detects 'significant events' from messages sent from ships to fleet headquarters, then generates and ranks alternative solutions for dealing with these events. The solutions for an event consist of actions such as single ship or battle group replacement. This paper discusses the FRESH domain, the system's knowledge base, and the processes by which the FRESH expert system detects significant events and generates and ranks alternatives.
