In computer-aided freeway surveillance and control systems, real-time observations of prevailing traffic conditions are obtained from electronic vehicle detectors buried in the pavement and then transmitted to a computer via a cable communications network. The computer utilizes these data to detect any anomalies in traffic behavior and to optimize freeway operations by metering the traffic allowed to enter the freeway at entrance ramps, setting speed limitation signs, and providing information and recommendations to drivers via variable message signs. Today, there is a growing interest in implementing these systems in many parts of the world, and the future of this technology looks healthy. This paper summarizes the development of computer algorithms for the automatic detection of freeway capacity-reducing incidents, (accidents, disabled vehicles, spilled loads, etc.) Nonrecurrent congestion due to such incidents represents about 50 % of the total congestion experienced by motorists on urban freeways.
