Red-and-amber flashing control which now comes into wide use all over the country in JAPAN is one of particular control forms by normal pretimed controllers. It gives only red flashing in minor approaches and only amber flashing in major approaches during predetermined off-peak hours such as from 23:00 to 6:00 for reducing wasted stopped time delay to both major and minor traffic. Here, the properties and the efficiencies derived from analyzing the field data on vehicle behavior and traffic flows are presented in comparison to under 2-way stop sign and normal pretimed controls. This paper presents the properties and the efficiencies of two types of traffic control techniques for off-peak traffic control strategies, as the partial fruits of our research project which aims at providing the fundamental and reliable information required for logically selecting the appropriate form of intersection control.
