Tsukuba Expo 85 took place in Tsukuba City between March 17 and September 16 of 1985 as the third international exposition held in Japan. It had been estimated that the total number of visitors to Expo 85 would reach 20 million, of which 10 million were expected to come by train and the rest by automobile. To deal with this large number of visitors to the Expo site, a control method and information collecting equipment using new technologies were introduced to the traffic control system. The following characteristics of the visitors' traffic, as distinct from ordinary traffic, were forcast: 1) tide-type traffic flow, 2) drivers unacquainted with the approaches, 3) heavy fluctuations in traffic volume, and 4) high percentage use of specific major routes for approach. These characteristics were duly considered for introducing the traffic control system and the following measures were taken: 1) advance provision of traffic information, 2) centralized traffic control, 3) introduction of predicted signal control, 4) detour guidance, and 5) shuttle bus priority control for mass transportation of visitors.
