A simulation of a command system to support the Force-level command of Anti-Submarine Warfare (ASW) is being developed at the Admiralty Research Establishment's Command Systems Laboratory, as part of a long term research programme into naval command and control. During an early phase of this development programme, it became evident that the design team did not have a sufficiently clear understanding of the command, control and co-ordination processes that operate within a command system. The team needed a model which captured these features. This paper traces the development of such a model, and then uses it used to describe distributed command organisations and the role of co-ordination. The final section indicates how the model has been used as the basis for command system design.
