In DOD we plan that the GPS will be our primary navigation system of the future and that it will be fully operational by the end of 1988. It will provide three-dimensional, worldwide, all-weather and continuous position, worldwide, all-weather and continuous position, velocity and time information to anyone with a user set. It will allow us to replace much of the navigation equipment that we now carry in our military aircraft, ships and land vehicles. In addition, it will provide a much better navigation capability than we currently have. GPS will also be available to the civil world for navigation and other uses. DOD has expended much effort to make GPS as attractive to civil users as possible. We will provide a civil GPS signal at an accuracy of 100 meters, 2 distance root mean square (DRMS). We have worked with Congress to eliminate user charges. We are working with the FAA to help with civil certification of GPS and we are working to provide alternative means to receive an enhanced-accuracy GPS signal.
