Air Command and Control within NATO today is provided by a complex mix of NATO common funded and nationally financed systems which vary widely in capability and age. Improvements to this system mix have always been necessary due to improved weapon systems, changes in employment concept, changes in the threat, and technological developments that make current systems obsolete. Some of the current needs can be adequately resolved in the very near future while others require a number of years to correct. With regard to these system improvements, there is often a sense of urgency to do something now. This results in 'Quick fixes' that are often implemented with little regard to any overall longer-term improvements plan. Without this proper framework 'Quick fixes' proceed with great speed but often lack direction. The ACCS System Definition methodology to accomplish this very large complex task uses a total systems approach based on those functions that must be performed to achieve an improved integrated air command and control system design. The envisaged ACCS programme will start from the existing air command and control facilities and develop the system by an evolutionary and incremental process. The documentation is an overall Master Plan for management of the ACCS Programme, taking into account operational requirements priorities, technical requirements and an orderly transition.
