This paper contains a description of a system that has been synthesized to digitize the Shuttle video signal to permit transmission at three widely separated rates. The formatting of the signal is intended to permit encryption for secure transmissions and to facilitate later addition of bandwidth compression hardware. The system described is presently being designed for 1986 delivery and flight use on the Shuttle, and will have direct application to television signal processing for both the Space Station and the Orbital Maneuvering Vehicle (OMV).
