In examining energy conservation policies and assessing their potential impacts on travel demand and energy consumption most existing studies consider short-term travel and energy impacts only. Few studies have pointed out that transportation demand and supply are not in stable equilibrium, that there are long lags between energy conservation policies, mobility and other activity patterns, and individual attitudes toward public transportation, and that the long-term public response to such policies may be different from the short-term one. The dynamic methodology employed here is an efficient tool for analyzing and evaluating transportation-related energy conservation policies. No assumptions about demand/supply equilibrium are made. Policy evaluation can be performed, not only at equilibrium but also across time. Policies can be implemented at different time instants, for a differing time duration, acting together or against each other.
