The boundary value problem of plane-wave diffraction by a conducting half-plane immersed in a moving anisotropic plasma is solved, using the method of diffraction functions. The E-polarization case yields solutions similar to that of a half-plane in a stationary medium and does not give any new features. The H-polarization problem is solved with the assumption that the plasma motion is non-relativistic. The solution shows that under these circumstances the half-plane scatters as if its surface have an equivalent surface reactance. The solution then contains a surface wave propagating along both the half-plane surfaces.
