Many railway networks have not followed the modernization of other transport modes during the last three decades. They have been so handicapped to respond to the needs of transport clients (with a subsequent reduction of the railway share in the transport market). Greek Railways are such a typical example. It is pointed out in the present paper that technological innovation is not sufficient; it should be accompanied by profound changes in the undertaking and a reorganization of its principal targets. Only such a procedure of modernization can be fruitful for the benefit of both the railway undertaking and the national economy.
