This paper aims to modify the engineering-design specifications of plastic pipe reinforced by cross-helically winding steel wires (PSP), in consideration of its imperfect engineering application standard. The formula of its bursting pressure is derived on the failure criterion of steel wire. The effect of steel wire-winding angle on the pipe body deformation in each direction is discussed based on the plane strain model of simplified Halpin–Tsai's reinforced-layer theory. The calculated bursting pressure from engineering formula is in good agreement with that of experiment results and finite element model. The finite element model of PSP with structural defect is established in ABAQUS to study the impact of broken-wires defect on the anti-burst capacity of the pipe, results show that with the intensification of structural defect, the anti-burst capacity of the pipe gets weaker and weaker. Finally, the design coefficient of bursting pressure is obtained using the FORM method.
