When evaluating a transportation project, the multiple criteria evaluation approach is often used. However, due to a lack of information or constraints in human thinking, the evaluation of transportation projects is usually vague and fuzzy. Besides, in a group decision making process, each expert usually has his or her own opinions or different rating point estimates for each criterion. Thus to find a group consensus function for aggregating these estimated rating points into a common opinion is an important issue in handling multi‐criteria group decision making problems.

    In this paper the author uses a generalized means function to develop a fuzzy Delphi method to denote the aggregating fuzzy opinions of the expert group. In addition, the geometric mean method is used to combine the fuzzy Delphi method to develop a group decision model — a Fuzzy Delphi Analytic Hierarchy Process (FDAHP). This FDAHP model makes the process of calculation simpler to understand. Finally, the operational integration of the mass rapid transit system (MRT) and the bus system in Kaohsiung, Taiwan is used as an empirical case study. The results indicate that this model is highly practical and, through simulation analysis, can help obtain the reverse of the alternative ranking.
