A number of forecasts indicate that US bulk commodity exports, especially coal will increase substantially during the next decade in order to accommodate world demand. This boost to the nation's trade balance may be frustrated, however, by a number of transport bottlenecks. This article reviews the current state of the transport infrastructure required to support growing exports, outlines some possible barriers to the expansion of investment which is needed to promote exports, and assesses the alternative possible fiscal solutions including federal investment, private capital and local public funds. While this article concentrates mainly on problems related to the coal trade, other bulk commodities face most of the same problems, and would benefit if appropriate solutions are implemented.
