Abstract This article presents some problems that can occur while defining configuration and architecture of intelligent transport systems (ITS) at the stage of concept development and design of these systems for urban areas. The authors propose a system procedure (systems engineering) during the development of the documentation of ITS systems and their implementation in urban areas. Rounding out the description of the proposed policies and procedures are examples of methodology of concept exploration and feasibility study of ITS for the city of metropolitan area.
