Abstract Recent changes in the structure of the railways in the United Kingdom, brought about by the privatisation of British Rail and the introduction of legislation in response to recent railway accidents, have introduced a new approach to safety based on what is called the Railway Safety case. This paper reviews these changes and summarises how safety management is organised within what is now a fragmented industry.
