With the increasing demand of train-ground communication services, the reliability of The Fifth Generation Mobile Communication-Railway (5G-R) is significant to ensure the safety of train. The traditional transmission control protocol (TCP) is not suitable for the wireless environment of 5G-R. In this work, we propose a novel congestion control algorithm for 5G-R, namely TCP-E. The proposed algorithm is effective and reliable for the wireless network environment of high-speed railway (HSR). The phases of congestion avoidance, fast retransmission and fast recovery are redesigned. Moreover, we created a congestion control factor to judge the degree of network congestion and determine the reason of packet loss. To verify the performance of the proposed TCP-E, we deploy TCP-E in NS-3 and compare its performance with other TCP algorithms including Westwood, Vegas and TCP-Fit. A large number of simulations show that the average goodput, delay and jitter of TCP-E are better than the other three algorithms.
