Abstract The analysis of the problems in ensuring railway traffic to the seaports is carried out in the given research. The ways of the development of planning system of railway transportation based on logistics and information technologies are proposed. Methodological approaches to the development of the program software to manage export transportation in rail and maritime traffic are developed. Simulation principles of interaction procedures of different transport modes are stated, models and algorithms of adaptive approach of trains to the port stations are developed. Spheres of simulation modeling method application and method of multi-agent optimization Ant Colony System (ACS) for solving transportation tasks in the system “Railway - Seaport” are considered. The presented mathematical model provides ample opportunities to solve transport regulation issues. The theory of higher order algebraic curves is used to create a territorial model of an oligopolistic freight market.
