Summary The International Maritime Organization (IMO) has decided to implement a Formal Safety Assessment (FSA) legislation regime for passenger vessels. The authors of this paper argue that a Quantitative Risk Assessment (QRA) regime similar to the regime for offshore installations would have been a better tool for risk management within the industry.
