In order to take stock of Brazil’s progress in the space arena, and to determine how far advanced the space sector is across the country, this chapter provides the basis for the subsequent study of the Brazilian space ecosystem. The political context of the country is examined from the beginning of space activities in the 1960s until the creation of the Brazilian Space Agency in 1994, which is the key body. This is followed by a discussion of the investments made and of international cooperation, within a framework of the needs approach to evolving space activities. The priority areas of critical importance, which require further funding, if the country wants independence from other countries’ satellites are: climate and biodiversity, broadband, education and capacity building related to space. Throughout the discussion, the focus is placed on Brazil’s National Space Activities Program 2012–2021 as the central document that will guide the country towards a future of sustainable development. The Brazilian space capabilities are described, as well as the project to develop new space technologies.
