Abstract As NASA enters the new millennium, the planned expendable launch rate is as robust as it has ever been in history. Included in this robust launch rate is NASA’s increased use of small satellite technology. This paper illustrates NASA’s near term requirements and long-term projections of launch services for small class satellites. We identify NASA’s challenges of providing space transportation for small satellites in an environment where both the defense and commercial market trends are towards larger satellites and larger launch vehicles. In order to meet these challenges, we explore NASA’s strategic effort to meet the needs for small satellite space transportation such as secondary payload manifesting, multiple manifesting, and strengthening alliances and aggregating launch requirements with other small satellite users.
