In 2001, the 33rd Session of the ICAO Assembly adopted a new policy for aircraft noise control globally, referred to as the “balanced approach” to noise management. The ICAO balanced approach guidance contains the explanation of its elements. The goal also is to identify the noise-related measures that achieve the maximum environmental benefit – aircraft noise exposure reduction at any specific airport most cost-effectively. Airports are usually located within or close to the limits of large urban areas; in better case, a distance to existing noise-sensitive land usage (residential or recreational) may provide human protection from noise exposure and minimize the adverse impacts of their noisy operations. Inside the zone of noise management, it is necessary to organize a set of plans or general programs for noise protection locally that govern urban planning and management with respect to airport activities.
