Vehicles are often occur stopped idling on urban roads which leads to an increase in travel costs for users, such as travel time, vehicle fuel consumption, and vehicle exhaust emissions. What are the characteristics of stopped idling of the vehicles in the urban expressway toll gate which is the key node of urban road traffic travel? This paper tries to answer the question. The characteristics of stopped delay and stopped idling emissions of vehicles that passed through the expressway toll gate were analyzed based on the video bayonet data. The Beijing Jingtong Expressway Bailiqiao Toll Gate is selected for a case study. Results show that 26% of the vehicles have stopped delay and the average stopped delay of the vehicles is 6 s. The average daily fuel consumption, average daily fuel cost, and average daily exhaust emissions of the stopped idling vehicles were respectively 13.21 L, 83.76 yuan, and 95.86 kg based on the empirical model. The research results are of great value for alleviating the vehicles stopped idling state of the urban expressway toll gate and can lay a good theoretical foundation and data support for promoting the use of the Electronic Toll Collection.
