Section 3.1.3 briefly describes the differences between recurrent congestion and non-recurrent congestion. This chapter further elaborates on recurrent congestion. Discussion includes practices employed by traffic management centers and others in the provision of motorist information. The time periods when recurrent congestion is experienced, along with the variations in these periods, is discussed. The chapter covers diversion under recurrent congestion conditions, and describes the opportunities for diversion during shoulder periods.
