The “Planning Outline of National Comprehensive Three-dimensional Transport Network”) is a further refinement of the “Transportation Power Construction Outline” and is the top-level planning for the construction and development of China’s comprehensive transportation infrastructure. The planning outline puts forward construction plans and development tasks from the aspects of comprehensive three-dimensional transportation layout, overall planning and integration, high quality, etc., and puts forward new requirements for the layout and high-quality development of China’s waterway transport logistics facilities, which is an important guidance and basis for China’s future waterway transport planning, construction, and development. Based on the practical basis and development stage of the development of the waterway transport industry over the years, considering the situation and needs faced by the future development of the waterway transport industry, and only focusing on the text framework of the planning outline, this paper defines the tasks that China’s waterway transport logistics industry should focus on in the future: the first is to exert the advantages of the main hub of the port and the main framework of the national high-grade waterway; the second is to complement the short board of inland waterway construction and jointly build the main framework of the national comprehensive three-dimensional transportation network; the third is to improve the functions of port hubs and help the construction of multi-level integrated national comprehensive transportation hubs; the fourth is to optimize the layout of overseas ports and improve the international shipping logistics network.
