Solid performance of transport system largely depends on the effective system of accident risk assessment and well-functioning security system of the transport industry that is based on risk management. The aim of the present research is to elaborate a complex mathematical model of risk assessment for ship accidents on rivers. For this purpose, the authors have defined the key factors and parameters that influence the process of assessment of various consequences of transport accidents. Complex risk of transport accidents is predicted by accounting probabilities of collision, wreckage or stranding of vessels along with consequential environmental and operational impacts. Elaboration of the model of risk assessment requires to consider factors that characterize environment conditions; capacity of a waterway; kinds and types of fleet under operation; nature of risks (environmental and non-environmental). The authors consider the following sources of environmental losses: transported cargo on board of a ship; oil and oil containing water; waste and wastewater; parts of a wrecked ship. The following sources of non-environmental losses are considered: lost freight rate as the result of idle time of a vessel; repair costs; losses associated with damage to someone’s property placed on board of a ship; losses associated with death of people or bodily injuries. The elaborated and launched model of assessing risks of transport accidents can be used not only for estimation of risk levels, but also for designing preventive and protective measures.
