Some roads are more intelligent than others, based on the technological assistance roads which can provide their users. There are numerous state-of-the-art road technologies globally, some of which are in the conceptual stage, and others are now in use. These intelligent systems can help people who drive cars and the cars themselves. They can be used to improve traffic problems like congestion and can be instrumental in improving road safety. However, these innovations exist in isolation and are not interconnected. There is no unified document that describes the capabilities of these road technologies. A hierarchy is a method of organising information used by various researchers and organisations. Grouping the parts into several categories and creating a system of relationships between them provide a consistent framework for categorising information. Several hierarchies exist in the future transportation design and research, including the SAE classification of autonomous vehicles and the INFRAMIX classification of intelligent roads. We propose a hierarchy to classify smart roads, in which road segments can be methodically defined according to their intelligence. These levels can be given to specific network segments and give researchers a better understanding of smart roads. Based on the level of intelligence, smart roads can assist road users in safely navigating the road environment. These design solutions will be developed in the next stage of the research.
