Abstract The session was launched with a discussion of the role of the scientific community in defining a science mission to acquire the information needed for research. Those present agreed that the benefits of such missions to the general public, as taxpayers and “customers”, should be stressed to ensure support for these science efforts. One participant opined that, although science is a driving force for defining space programmes, it will always be in direct competition with the commercial needs of the industry. This led to a discussion of the interactions between governments and space agencies with regard to funding exploratory missions. It was generally agreed that the science community can benefit from commercial participation. According to S. Garneau, the Canadian Science Advisory Committee recently advised the Canadian Space Agency (CSA) not to commercialise the space industry, but to continue supporting science programmes by providing the necessary funds. Civil programmes should not take away from the commercial programmes; instead they should encourage public/private partnerships by funding enabling technologies at the early stages of their development.
