In order to solve the problem of packet loss and improve the reliability of data transmission in the Internet of Vehicles, the expanding window fountain (EWF) code based on feedback is applied to the Scalable Video Coding (SVC) transmission. The encoder in the roadside unit encodes the source video data packets according to the EWF code, and provides strong protection for those more important basic layer data. The vehicle sends single-bit feedback information to the roadside unit which can be shared between RSUs after the base layer video data packets are successfully received and decoded. Then, only the enhancement layer data packets will be encoded and sent. The simulation results prove that compared with the EWF code without feedback, the EWF code with feedback can reduce the number of data packets sent under different vehicle speeds, and decrease the delay of data packets transmission when the decoding is complete and improve the probability of successful decoding of the enhancement layers when the decoding overhead is limited.
