Railway intelligent transportation system (RITS) is the combination of intelligent transportation system (ITS) and rail transportation. RITS is the important part of ITS, which is taken for the senior development stage of rail transportation. The concept of RITS is put first forward in this paper. Based on the study and analysis of the RITS system framework in China, it is proposed that the essence of the RITS structure design and optimization problem is how to determine and optimize the mapping relations between the logical structure and physical structure, and taking this point as start, to try to set up the RITS structure design theory-oriented system realization. The technical route is to define the mapping relations between logical structure and physical structure, making a set of structure design alternatives. With the target system, the fuzzy matter-unit optimization method is adopted to achieve optimization, thereby obtaining the best from structure design alternatives. The design and optimization theory applied to the RITS system framework is a relative systematic approach that can solve similar problems existing in other information systems.
