If “All Systems Are GO” we must have “Personnel Ready.” This means that adequate numbers of people, competently trained in a particular skill, must be available at the time and place they are required. Operating, servicing and maintaining any system requires people; and these people represent a large proportion of total system cost. To assure the timely availability of people requires identification of numbers, types and skill levels required. The identification of numbers and skills of required personnel permits early planning for selecting or recruiting individuals with appropriate aptitudes or experience and subsequently providing appropriate levels of training in the required skill. Quantities and types of people are functions of traditional quantitative reliability and maintainability factors, e.g., frequency of maintenance and time required to maintain. Total personnel costs, therefore, are a direct function of reliability and maintainability design features. This paper elaborates on the techniques required to develop manpower requirements associated with design, with particular emphasis on the interrelationships with system engineering documentation, including reliability and maintainability quantitative data.
