With the sustained launch activities and the growth of space debris population, the space traffic safety problems become more and more serious. The current approaches for space surveillance and safety control cannot satisfy the practical requirement any longer. Based on the analysis of the development of space traffic management and control technology, the risk of avalanche effect due to unordered development of space traffic was discussed. A modeling method for space traffic from the aspect of overall parameter was proposed, as well as the scheme of self-organized control.
