A mission study was performed including the scientific objectives, principles of observation, and a theoretical analysis of system accuracy. The payload was not included in the study. Orbital parameters, environmental conditions, thermal control, power supplies, and reliability were examined. Data handling, ground operations including computer software were analyzed, and a development plan was proposed.
