The increase of through traffic and the present requirement that it compete with the local vehicular and pedestrian traffic for both time and roadway area has caused the situation in the Decatur central business district and fringe area to become acute. The Decatur bypass as designed and routed will curtail the opportunities for local businesses located in or near the downtown area to make sales to transient motor vehicular traffic. Minor adverse environmental effects of temporary character would be an increase in dust and noise during the construction of the project. Taking the heavy traffic out of the central business district and fringe area will relieve environmental pollution in certain categories.
