Travel time data were collected before and after a major timing change in a network of 70 signalized intersections including four east-west and four north-south arteries to determine the length of time required for traffic to adjust to the revised signal operation. Traffic was assumed to have adjusted to the change (to be stabilized) on a given route when there was no significant change in either the mean travel time or the variance of travel time within repetitive 15-minute periods on successive weeks. There was found to be no consistent trend in the means of variances of route travel time over a period of four weeks, which indicated that either these measures are inadequate for the purpose, or there are no discernible day-to-day or week-to-week perturbations in driving habits attributable to a change in signal timing.
