This report analyzes the likely economic effects of the Surface Transportation Assistance Act of 1982. Although the analysis was hindered by data limitations, it was concluded that the economic benefits and burdens of the act will vary significantly across different segments of the commercial trucking industry. Certain types of motor carriers will be much better off than others as a consequence of the act.
