The objectives of the study were to examine DOT safety information systems and assess requirements for a TRANSIS Network to provide DOT decision-makers with data for measurement of safety performance of U.S. transportation and data on priorities and resource allocations for DOT safety programs. Efforts included a survey of all DOT and NTSB safety information systems and programs concerned with the reduction and prevention of fatal accidents, serious personal injury and major property damage. Recommendations include efforts to better coordinate and consolidate existing and planned information systems into a series of six centers. These are defined as: Modal Safety Information Centers for Highways and Traffic, Rail and Guided Pathway, Water, and Aviation; a dual Center for Hazardous Materials and Pipeline Safety; and a Safety Program Coordination Information Center for all of DOT.
