The main objective of the program was to make rapid rail transportation more attractive to the urban traveler by providing existing and proposed transit systems with service that is comfortable, reliable, safe, and as economical as possible. The short-range goal was the demonstration of the state of the art in rapid rail vehicular technology; the long-range goal was the development and demonstration of improved vehicles. The State-of-the-Art Car (SOAC), incorporating the latest transit railcar technology, was developed and tested. The two cars fabricated were demonstrated in revenue service on six transit properties.
