An automatic vehicle location system for public vehicles operation in metropolitan areas will interrogate a large number of vehicles over an extensive area at a rapid cycle rate. By providing information on scheduling, emergencies, equipment status, and traffic incidents the AVL systems can improve dispatching, priority routing, maintenance and service for both routed and random-routed vehicle fleets. In order to minimize the demands upon the scarce radio spectrum resource, various modulation/communications techniques and location measurement techniques can be employed. Hence, the purpose of this project was for IIT ResearchInstitute to delineate the applicability of such methods to urban vehicle command and control systems; to examine the sensitivity of system performance, physical and programmatic aspects to frequency allocation; and to compare the technical requirements and the state-of-the-art to determine feasibility and time phasing.
