On the brink of the second century of aviation, the 1999 Airport Capacity Enhancement (ACE) Plans theme is the continuing shift in the Federal Aviation Administration's (FAA) philosophy from the traditional concept of air traffic control, in which pilots are directed by controllers, to the new idea of air traffic management where decisions are made collaboratively between dispatchers and air traffic managers. This shift will be made possible by the development of new technologies but it will be accomplished only through the willingness of all parties to work together towards a common goal. The Air Traffic Control System Command Center's Collaborative Decision Making Program, which is an excellent example of the effective use of technological improvements through a cooperative relationship, is highlighted in this year's ACE Plan.
