The PAVER system, developed by the U.S. Army Construction Engineering Research Laboratory(USACERL), provides Directorate of Engineering and Housing (DEH) personnel with an easy-to-use decisionmaking tool for pavement maintenance management. To help DEH personnel obtain the best pavement condition with the available funds, PAVER can prioritize the pavement system, allocate the budget, and suggest the best maintenance and rehabilitation alternative. This report presents step-by-step guidelines for using PAVER to develop annual and long range work plans at installations. Use of the guidelines will promote uniformity in reporting installation maintenance and repair requirements to be compared for funding at the major command level. Example annual and long range work plans are given for a small set of data from an Army installation. Based on demonstrations at Fort Hood, TX; Fort Knox, KY; and Seneca Army Depot, NY the process of developing annual and long range work plans should be further automated to be a single PAVER system report and the pavement family curve prediction method should be incorporated into PAVER reports.
