In 1977, aircraft delays cost U.S. airlines over $800 million; detained the traveling public over 60 million hours; and caused the airlines to use an additional 700 million gallons of fuel, over 8 percent of their total consumption. Generally, aircraft delays result from excessive air traffic and bad weather. Many major U.S. airports have peak, congested periods when air traffic exceeds runway capacity and aircraft delays occur. To reduce delays at major airports, the Congress and Secretary of Transportation should take actions to shift traffic from peak to off-peak periods or to other airports.
