The use of a Doppler lidar to measure wind structure, with reference to plans for launching a series of large platforms into polar orbit in the mid nineteen nineties and their possible use in Earth observation, is reported. Lack of wind data from the current observing network is addressed by the use of the Doppler wind lidar in providing full three-dimensional wind fields globally in clean air. Scientific and operational data requirements are described. The Doppler wind lidar is detailed and mission characteristics are outlined. Possible user related and technical studies are proposed.
