The action proposes to establish, at John F. Kennedy Space Center (KSC), NASA, facillties for receiving, inspection, checkout, launch, recovery and refurbishment of space shuttle flight hardware. The potential for adverse environmental impact is small; such impacts that are forseen will be local, short in duration, controllable, and environmentally acceptable.
