The shoulder of a highway can be used as a travel lane for slow-moving traffic, as a permanent traffic lane, or as a temporary lane either during peak traffic periods or during maintenance, construction, or emergency operations. It can also be used for emergency stops. The variety of uses that raises questions about geometric and structural requirements is discussed. Shoulder design practices since the mid-1960s are reviewed, and a recent survey of state policies and procedures and design, maintenance, and traffic operations practices concerning shoulders is analyzed.
