The report is the second in the series of four reports based on a comprehensive set of data relating to a random sample of 4216 heavy goods vehicles collected during 22 axle-load surveys conducted at 18 survey sites with locations throughout the County of Cheshire. The survey sites were chosen carefully to represent eight classes of road and four ranges of heavy commercial vehicle flow. The data analysis confirmed that the method currently recommended by the Department of Transport for the estimation of the average damage factor for heavy commercial vehicles at specific sites, proved a good first estimate but the report proposes a more refined method which incorporates, additionally, the average number of axles per heavy goods vehicle, the body type and the mix of commodity being conveyed. It must be emphasized that the proposed new method requires further validation before it can be used for pavement design purposes either within Cheshire or nationally.
