This volume, an account of modified work methods tested at the Naval Supply Center, Oakland, and the commercial piers in San Francisco, suggests some kinds of change that can improve stevedoring productivity with relatively minor capital outlay. Closely related to the methods tests is a discussion of the way in which stevedoring planning and control affects cargo-handling productivity. Finally, an analysis of the port system shows how changes in productivity and in labor force size affect the total system cost. It demonstrates the effects of these changes on ship turn-around time and on work-force earnings. In this work, mathematical models have been used to evaluate the relationship of ship waiting time to availability of work gangs.
