This volume describes a study to develop recommendations for putting traffic signals on flashing operation during low volume periods. The study procedures includes a literature review, a review of state laws, questionnaires to public officials and to drivers, analytical models of traffic flow, and field studies of accidents, conflicts, violations, speed and delay. Flashing yellow/red operation was found to be desirable for only a limited number of traffic and signal conditions. Flashing red/red operation was not found to be a desirable form of low volume traffic control, but it might be used for emergency operation of traffic signals.
